基于“两型社会”建设的资源环境体制创新研究

【摘 要】The economic reform leading "two oriented society" construction is a great innovation of the third plenary ses-sion of the eighteenth central committee. At present, there are some major institutional obstacles in the construction of "two oriented society" such as the absence of resources and environmental price mechanism resulting in market efficiency loss; the weakening restriction on the right to use damaging the interests of the owners; imbalance on interest distribution aggravating "tragedy of the commons". To be effective constructing "two oriented society", we should anchor the goal of market reform ori-entation. While by improving the environmental pricing mechanism, establishing the environment audit system and perfecting the environmental benefit assignment mechanism, we can break barriers on our "two oriented society" construction.%以经济体制改革来牵引“两型社会”建设，这是党的十八届三中全会的重大创新。目前在我国“两型社会”建设中，资源环境价格机制的缺失造成了市场效率损失，资源环境产权的软约束损害了所有者权益，资源环境利益分配的失衡加剧了“公地悲剧”等。为了有效建设“两型社会”，我国应根据市场化改革的目标价值取向，通过健全市场化的资源环境价格定价机制、建立资产化的资源环境容量审计制度、完善公
