Should Smoking be Banned in China?
Do you think smoking will make you cool and fashionable, or do you know smoking will be harmful to your health, and do you still choose smoking rather than keeping healthy? If your answers are all “yes”, you become another representative of Chinese smokers who are addicted to smoking without rational health concept. After describing the current condition of tobacco use in China and then showing the effect this has on people’s life this essay will prove that smoking is harmful to people’s life and should be banned in China by raising the price of tobacco through excise tax increases.(100)
The situation of tobacco use in China is severe. China produces and consumes more tobacco than any other country in the world. China grows one third of the world’s tobacco crop, and it produces and consumes one third, which accounted for 1.7 trillion, of the world’s cigarettes. Meanwhile, the tobacco produced by China is more affordable than several countries such as Malaysia, Thailand and Singapore. From 1996 to 2006, the relative percent change in price change of tobacco in China is -72.5%, which is quite less than Malaysia (91.7%), Thailand (56.6%) and Singapore (48.9%). China also has a considerable number of cigarette smokers, especially male smokers. There are 300 million Chinese smoke, which is about one third of China’s population over age 15, the proportion of current men and women smokers over age 15 is 57% and 3%. What effect does the severe situation of tobacco use in China on Chinese people’s life? (153)
The severe situation of tobacco use in China has the effect that people’s life is worsen by health problems and economic burden. The large quantity production and the relative affordability of tobacco in China contribute to the highest number of health problems even deaths caused by cigarette smoking. Every year, there are one million Chinese die from tobacco-related diseases, and this figure is expected to rise by twice by the year 2020. Tobacco use in China then leads to the second effect that people are impoverished by the cost of buying tobacco and treating the tobacco-related diseases. Poor households with smokers spend 8% to 10% of
household expenditures on cigarettes. In the year 1998, medical spending on smoking-related diseases impoverished 54.2 million urban and rural residents in China. Is smoking really harmful to people’s life and what shall we do to ban smoking? (143)
Cigarette smoking is harmful to people’s life and should be banned by reducing tobacco use gradually in China. Smoking causes one million tobacco-related deaths and impoverishes 54.2 million residents in China. It has threatened the precious lives and normal life of Chinese people. Therefore, to ensure people’s health and relatively high-quality life in China, the Chinese government should ban smoking in China by reducing tobacco use gradually through raising the price of tobacco with excise tax increases. If Chinese government raises excise tax by 1 RMB per pack, then accompanying the price raises of tobacco which will discourage youth from cigarette smoking and make current smokers quit smoking. The decreases of smokers will save 3.4 million lives and 2.68 billion RMB medical costs. This proves that excise tax increases is an effective way to reduce tobacco use gradually and finally ban cigarette smoking in China and the Chinese government should take measures on it.(154)
The smoking bans in China cannot be realized immediately, however, if Chinese government really cares about people’s happy and healthy life, it’s time to take concerning actions.
