Good morning, ladies and gentlemen, first the refutation and the argument, finally some details about how to make the policy work.
No.1 the opposition leader believes that the long maternity leave would not bring about the unemployment. For the female who already have jobs they will not be fired by the company under the protection of law, but because of the long job vacancy, they may feel the pressure from themselves and have to give the submitting their resignation. For the female who are not been employed, the long maternity leave may cause their unemployment, the reason I’ll explain in my following argument.
No.2 mothers have their right to dominate their maternity leave, and exactly how the policy run I’ll explain later.
No.3 as for how the husbands deal with their maternity leave, that’s their choice. They can choose to take care of their babies or to relax themselves. This cannot be controlled just like you cannot make sure the mothers whether will use the 98 days to look after their children or not.
No.4 The maternity transferred to husbands will not cause the economic downturn. In a company, there are men and women, some will leave the company to have a maternity leave, and some will end their maternity leave early to back to work.
No.5 As for the recovery time, mothers have the right to decide how long the maternity she can transfer considering her body condition. As the medical research reported, mothers need to distract their concentration in order to reduce the risk for postpartum depression. And the working environment is helpful.
No.6 Countless reasons may cause the husband become lazy. The longer time cannot make husbands become lazy. And your definition of lazy is not objectively. That’s my refutation and then come to my argument. Argument
This policy can not only help to benefit the mothers ,husbands ,babies and companies as my partner had mentioned, but also help to avoid the sexual discrimination in when the female and male are applying jobs. According to the report conveyed by Chinese Academy of Social Science in 2014, generally, the female college students in 13 universities have to apply at least 10 times before they get a job, while the male college students only need to apply 5 to 6 times to get a job. Furthermore, almost 50% of the female college in the 13 universities reflects that they have rejected for different kinds of unreasonable reasons by the companies. Another, in June, 2013, the Institute of Economics of Education of Peking University had done a questionnaire survey of 30 universities in 21 provinces. It reflected the fact that the female unemployment rate is about 15% higher than the male unemployment rate. It is hard for a female to find a job. It is harder for a married female without children to have a job. You may say that is not the only reasons for the high unemployment rate, but you cannot deny the fact that the employers have to take the female’s maternity leave into consideration. This discrimination is invisible. However, if this transferation is allowed, that means the female also have the
maternity leave. In that way the female and male workers can be treated fairly. In this way the female unemployment pressure can be lessen.
Finally, mothers have the right to decide whether they share their parental leave with their husbands or not. But the exact length of the maternity leave husbands shared should be discussed by the couple and both of companies’ representatives. And then they need to sign an agreement which should be settled down 2 months before the expected date of confinement and contains the time when the husbands begin his maternity leave. The husbands’ pay should be included in maternity insurance for workers. This is implemented by the employers and guaranteed by law.
