Position Paper for the General Assembly Committee

Climate change is curbing the economic development in majority of the countries within the last two decades. The changing climate in Brazil is seen in different areas and the adverse effects of climate change will be revealed much more severely in the coming decades. Brazil feels that addressing today’s climate change is largely beyond the capacity of individual country. Thus, The Federative Republic of Brazil strongly believes that the further cooperation between all member states to balance the economic development and environmental protection has become ever so important.

In 2007, the resolution 61/195 accepted in the General Assembly reiterates that sustainable development in its economic, social and environmental aspects is a key element of the overarching framework for United Nations activities. UN has passed conventions and protocols that have covered lots of aspects concerning climate change economics, including Basel Convention, Convention on Biological Diversity, Kyoto Protocol, Ramsar Convention On Wetlands, and Convention on Climate Change. Also, United Nations has set sustainable development as one of the UN Millennium Development Goals. Meanwhile, Brazil has complied with its obligation to boost sustainable development under international law. Brazil agrees to meet and maintain the emission level set by the Kyoto Protocol.

Brazil government has passed law concerning the environmental protection and offers financial support to the research on the recycling technology. Brazil also accepts the Bali route map which is essential for the new convention on climate change. Brazil has already taken various policies to solve the climate change issue, including rainforests protections, climate obseveration, technical measures and spatial planning measures. During the UN climate change conference in Copenhagen in 2009, Brazil voluntrily promised to reduce GHG by 36.1%—38.9% by 2020.We Brazil reaffirms the continuing need to ensure a balance among economic development, social development and environmental protection as interdependent and mutually reinforcing pillars of sustainable development.

Brazil calls on all member states to have further cooperation to carry out the transfer of technology or boost the establishment of mechanism concerning how to assess and check the result of environmental protection under international law. Brazil will carry out the effective actions such as making state plan to manage the balance between the usage and protection of the rainforests, complete the climate change observing syetem, promote the people’s awareness of protecting the environment and saving natural resouces. Brazil emphasizes the vital role of United Nations, the Great Powers, as well as different NGOs and urges them to pay closer attention towards the climate change phenomenon and offer more effective interelated technology to the countries that badly need. Brazil urges a more effective and controlled supervising system under UNEP committee, so that the regulations will be carried through more effectively. Brazil spares every effort to make greater progress on science and technology so as to have a better balance between economy growth and environmental protection, meanwhile Brazil together with other contries promote awareness of environmental issues both in Brazil and international society. Since the Kyoto protocol will expire in 2012, and the Bali route map is accepted, all member states should work together to make the new convention about climate change by 2010.
